The Bureau de la sécurité privée announces that it will end of the issuance and renewal of the temporary pandemic licence on March 31st 2022

Montréal, March 21st 2022 - The Bureau de la sécurité privée (the “BSP”) wishes to inform the licence holders of its decision to terminate the issuance and renewal of the temporary pandemic licences on March 31st 2022.

Given the gradual lifting of the health measures related to the COVID-19 pandemic by the Government of Quebec, the BSP has decided that March 31st 2022 will be the last day to apply for or renew a temporary pandemic licence. The holder of such a licence will be able to continue to exercise until the expiry of his licence.

In addition, please note that all temporary pandemic licence holders who recently received from the BSP a renewal notice indicating a later date than March 31st 2022 will be required to comply with this directive. Any holder of a temporary pandemic licence who has received a renewal notice will therefore have to renew their licence no later than March 31st 2022.


A temporary solution

Since the beginning of the pandemic, several relaxations have been put in place by the BSP. These were designed to respond to the crisis situation and to allow individuals who wished to engage in a private security activity to answer the urgent labor needs, namely through the issuance of the temporary pandemic licence and its renewal as per section 17 of the Regulation under the Private Security Act.

The private security industry has been highly solicited and has responded positively to requests from all sides. This exceptional situation has allowed several holders of temporary security guarding agent licence to become familiar with this professional activity. Many have completed the mandatory training in this class that can lead to a regular agent licence.  One of the cornerstones of the BSP’s mission to protect the public is to meet a minimum of knowledge and skills requirements to carry on private security activities.

The BSP reminds that a person wishing to take the mandatory training in private security guarding can contact a school service center, a school board or a training company recognized by the Minister of Public Security offering such a program. A person may also complete an application for a temporary agent licence (training) by specifying the reason why the temporary licence is being requested, including a work-study program. Obtaining a temporary agent licence for a work-study program enables a person to carry on a private security guarding activity, for a maximum of 120 days and in a supervised manner, while they are taking the training.
