Montréal, July 22, 2025 – Since July 22, 2010, the date on which the Private Security Act (the Act) came into force in its entirety, the Bureau de la sécurité privée (BSP) has been acting as a self-regulatory body that governs the private security industry in Québec. Its main mission: to protect the public by rigorously supervising private security players.
An organization created to better supervise the industry
The BSP was created following the enactment of the Act that entrusted it with the responsibility of administering the mandatory licence system for private security agents and agencies in Quebec. This measure was intended to implement a rigorous regulatory framework focused on public protection.
Since its creation, the BSP has become a central figure in the Quebec’s private security landscape, contributing to raising standards of integrity and professionalism in the sector, in line with its mission to protect the public.
A mission that is still relevant today
Today, the BSP manages more than 60,000 agent licences and nearly 2,000 agency licences, distributed across the six classes defined by the Act: security guarding, electronic security systems, investigation, transport of valuables, locksmith work and security consulting. It ensures that each licence holder complies with regulatory requirements related namely to integrity and professionalism.
In 15 years, the BSP has developed the ability to effectively implement the Act, which now enables it to strictly enforce the standards of integrity and professionalism.
