1- General information

Please be advised that the BSP reception desk is temporarily CLOSED due to the exceptional situation.

The Bureau de la sécurité privée ("BSP") set up a procedure online to be followed in view of this exceptional situation. We invite you to follow the instructions below that apply to your request.
 


ABOUT TEMPORARY LICENCES IN THE EVENT OF A PANDEMIC 

Pursuant to section 17 of the Regulation respecting the application of the Private Security Act, the BSP would like to remind you that it is authorized to issue an individual a temporary agent's licence to carry on a private security activity in the specific case of a pandemic.  

It should be noted that some easing has been introduced in order to respond to the emergency situation in Quebec. (See below for details on the temporary licence).  

Furthermore, the BSP has decreed that any person who already holds a valid regular or temporary agent's licence, regardless of its category, may exceptionally and immediately, carry out a security activity on the Québec territory in the context of the current state of emergency.  

For example, if you hold a valid licence as a regular investigation agent (or any other category), you can make a difference and offer your services for labour needs related to the pandemic.

2- Temporary agent licence


TEMPORARY AGENT LICENCE – NEW APPLICATION

To complete your application and send it online via the download link at the bottom of the page or by mail, we invite you to carefully read the instructions and required documents on the form available for this purpose.  

Please note that some easing has been introduced in order to respond quickly to the emergency situation:  

Your photo: A colour photo on a white background, front view, from shoulders to head (uncovered) shall be accepted. Due to the exceptional situation, your photo does not need to be authenticated by your referee (however, the referee's page included in the form must be completed and signed by the referee).

  • You must fill out and scan all pages of the application with the required documents, your photo and the completed payment sheet;  

  • As this is an exceptional situation, any self-portrait photograph (selfie) of yourself meeting the above-mentioned criteria will be accepted.

  • Sending your request: You can send us your request electronically through the link "I SUBMIT MY APPLICATION" or by regular mail. 

  • Your request must be complete, otherwise it will not be processed and will NOT be redirected to you. An e-mail will be sent to you informing you of this situation.

HOW TO SUBMIT YOUR APPLICATION

Your application form has been completed and you have the required documents in hand? Here is how to submit your request to the BSP: 
 

1)    Please scan your form with all your documents (including your photo) AND name the file to be submitted with your NAME, followed by your FIRST NAME;   

2)  Pay the fees related to the type of licence that you are applying for (see your form or the section "Fee Schedule");  

3)   Click on "I SUBMIT MY APPLICATION" (below) to upload your scanned file and documents:
  
4)     Click on the " + " symbol to download the documents;  

5)   Enter your e-mail address in the box on the screen;  

6)    Click on "Import" to send us your file;  

7)    A confirmation of your request will be e-mailed to you from the "TRESORIT" recipient (a secure document filing platform used by the BSP);  

8)   Your request will be processed promptly. As soon as your request has been processed, an e-mail will be sent to you and you may then consult the validity of your licence in the Register of licence holders on bspquebec.ca/RegisterExceptionally, no licence will be sent to you.

3- Temporary agent licence- Renewal (pandemic)


The renewal of temporary licences for security guarding agents issued in the context of the pandemic will be authorized for an additional 120 days. Given the exceptional nature of the pandemic, The BSP has specially decided to offer the possibility of renewing these licences at no cost.  

Twenty (20) days prior to the expiry of their licence, all holders of pandemic-related temporary licences will receive an automated e-mail asking them to advise the BSP if they wish to renew it FREE OF CHARGE for an additional 120 days.

The renewal request MUST be made from the automated e-mail that will be sent to holders of a temporary agent licence. Requests made by any other means shall not be processed by the BSP.

4- Regular agent licence

 

REGULAR AGENT LICENCE – NEW APPLICATION

To complete your application and send it online via the download link at the bottom of the page, we invite you to carefully read the instructions to follow and required documents on the form available for this purpose.  

Please note that some easing has been introduced in order to respond quickly to the emergency situation: 

  • Sending your request: You can send us your request electronically through the link "I SUBMIT MY APPLICATION" or by regular mail.
     
  • No self-portrait photograph (selfie) will be accepted for a regular agent's licence application or the renewal of a regular licence application. ONLY APPLICATIONS WITH PHOTOS THAT MEET THE CRITERIA ON THE APPLICATION FORM WILL BE PROCESSED.

  • You must fill out and scan all pages of the application with the required documents, your photo and the completed payment sheet;

  • Your request must be complete, otherwise it shall not be processed and will NOT be redirected to you. An e-mail will be sent to you informing you of this situation.

6- Accepted Methods of payment

FILING A NEW APPLICATION-

 

 1)   ONLINE: Credit card, prepaid credit card and Visa Debit

Before proceeding with a payment, you must download and complete the form related to your new licence application (TEMPORARY AGENT LICENCE or AGENT LICENCE). This form will allow you to make a payment by credit cardprepaid credit card or by Visa Debit.  

2)   BY MAIL: Cheque or money orders

If you apply for a licence by mail, your payment by cheque or money orders will be accepted. 

 

PROCEED WITH A RENEWAL-
   
 

1)       ONLINE:

Avoid the telephone queue! Have your payment notice on hand and visit the "My Account" tab on the BSPQUEBEC.CA to make an online payment by credit card, prepaid credit card or Visa Debit.

2)     BY MAIL:

If you proceed with a licence renewal by mail, your payment by cheque or money orders will be accepted. 

 

3)      AT A FINANCIAL INSTITUTION:


Make your payment either at an Automated Teller Machine (ATM), at the financial institution’s counter or online. NOTICE: Please allow a minimum of 3 to 5 business days for your payment to be reflected on your BSP file.

 

 4)  BY PHONE:


CAUTION: Due to the exceptional situation, call volume may be higher than usual. Thank you for your understanding.
